SEA Blueprint Now Available on SWIFT Shelf

SWIFT's Capacity and Sustainability Team is pleased to announce that the State Education Agency Blueprint for Equity-Based Inclusive Education Reform is available on our website at the SWIFT Shelf page.

The "Blueprint" provides an overview of technical assistance practices and collaborative learning structures that support system-wide implementation, sustainability, and scale up of SWIFT Domains and Features.  We hope our current state education agency (SEA) partners will see their reflection in this work and use it to further develop supports that districts and schools need to accomplish their transformative work.  Sections of the Blueprint, such as “Building the Foundation for Equity-Based Inclusion,” draw heavily on what we learned from pioneering partners about what needs to happen in initiating a whole system transformation in a state. In many ways, they are co-authors of this document.

We also hope other states interested in achieving equity-based inclusion find the Blueprint a positive addition to the many resources already located on our website. The Blueprint can support interested state education agencies in initiating or continuing a journey toward excellent and equitable learning for all students.

Finally, we extend our gratitude to many individuals for their time in reviewing and contributing to the Blueprint, including each of our SEA Coordinators from the five SWIFT states who gave us their valuable time and feedback in May during our National Leadership Consortium (NLC) meeting; our SEA Facilitators and others involved in delivering TA to our partners; SWIFT's Capacity and Sustainability Team members Bill East of the National Association of State Directors of Special Education (NASDSE), Sandra Warren of the Chief State School Officers (CSSO), Jenny Stonemeier, formerly with TASH, Alan Coulter (team lead), and Elizabeth Kozleski from our NLC.

We’d love to hear what you think of the SEA Blueprint! Share your thoughts in the comments below, email us at, or join the discussion on our Facebook page. Happy reading!
